Yes i also have the game on a normal hard disk and it works just fine,what graphics card do you have?

The V4 pack is no longer available for download because an mod author has requested his files removed from the pack.
Removed files : Cloaks of Skyrim
V.4.1 of the pack will come soon(in max 24h) with small addition of mods and bugfixes.

Alas that is a shame, but you're admirably true to your word.  If any other creators would like their content removed I hope that they speak up right now.  While I'm typing I'd like to ask you if either of a couple bugs I'm experiencing are my fault (they surely are) and if you already know how I can fix them.
Rapidly flickering black and white head on my character. (the screenshot doesn't capture the flickering but it is TV static-style rapid)

Blocky pixelated particle smoke, clouds and sky.  My screenshot doesn't give a very good view of the sky but it looks wildly digiverse.

I think you've explained the cause of the second problem already but I've tried and I can't find that post again. 
If you can give me advice about fixing these little problems, I'll appreciate you even more. 
Oh right, and I'm using an ATI Radeon Pro 6990, (the rest of my PC is much better) and I'm not sure that I have the settings right.  Anything directly comparable to your NVIDIA settings I changed, but I had to kind of guess about the rest.  I know you're not familiar with ATI's control panel, but if you notice anything anyways I'll be embarrassed and grateful.

Do you per chance have facelight on? it's a spell!
Haven't encountered that before! could also be from multi sample from AMD

It might be my fault in the way i merged the weather mods!Hopefully this is fixed in V4.1 or you can manually fix by

•Remove or untick : [Weather]Vivid Wonders Lightning •RM•
•Download and Reinstall these mods in this order :

Wonders of Weather
Minty Lightning
Vivid Weathers

•Place the .esp from all the mods you've installed below relightingskyrim.esp
•Their place in load order should be 125 and down

See if your problem persists.

I see the anti-aliasing method is set to multisampling set to to off if possible or app-controlled like the ones above.
