Question regarding SPM 5.0

First of thank you to everybody who contributed towards the making of Skyrim Perfectly Modded, it is truly a wonderful experience.

So I have just installed SPM 5.0 and I noticed there there is a bunch of mods in the left pane that are disabled.

My question is: is it safe to enable these mods? and If so, do I need to reorder them in the left and right pane?

Do not enable them.
Only keep the ones that are currently enabled.
